Former Inspector-General of Police, Dr. Kayode Egbetokun, has called for a constitutionally backed multi-level policing system with federal, state and community tiers, clear funding and accountability.

Speaking at the 20th International Conference of the Society for Peace Studies and Practice at Lead City University, Ibadan, Egbetokun said lasting security requires structural reform. While supporting devolution, he warned it must be done cautiously with defined roles.

He also urged security institutions to establish research centres for data-driven policing, noting that terrorism, banditry, cybercrime and illicit flows are global networks with local franchises. “A secure state with insecure citizens is not truly secure,” he said, stressing prevention, human dignity and public trust as core to security governance.
