Deputy Governor of Lagos State, Dr. Kadri Obafemi Hamzat, has declared his intention to contest for Governor of Lagos State in the 2027 election on the platform of the All Progressives Congress, APC.

Hamzat, who said he has served alongside Governor Babajide Sanwo-Olu as Deputy Governor for 7 years, 5 months and 1 day, made the declaration on Thursday in Lagos while presenting his governance blueprint.

He described the 2027 election as consequential for Lagos and Nigeria, saying he was seeking not just votes but trust to lead the state.

Recounting his political background, Hamzat said his understanding of public service was shaped by his father, late Alhaji Mufutau Olatunji Hamzat, who served as Commissioner for Transportation under late Alhaji Lateef Jakande, and by an early encounter with Chief Obafemi Awolowo at age 14.

Presenting his manifesto, titled “The Lagos PROMISE – Ileri Eko,” Hamzat said the document contains seven pillars and 100 pledges, anchored on three values of Respect, Work and Truth.

According to him, the seven pillars are: P for People First, R for Renewal, O for Opportunity, M for Machinery of Government, I for Inclusion, S for Security and Resilience, and E for Everyday Dignity.

The manifesto, which has a foreword by President Bola Ahmed Tinubu, builds on Tinubu’s legacy from 1999, the THEMES Plus agenda of the Sanwo-Olu administration and the Federal Government’s Renewed Hope Agenda, he said.

Hamzat outlined plans across key sectors, with emphasis on children at the centre of his government.

In health, he promised to increase Maternal and Child Centres from 10 to 15, expand Ilera Eko health insurance from two million to one in three Lagosians, and deliver 580 new hospital beds through the new Massey Children’s Hospital, Ojo General Hospital and Somolu General Hospital, alongside upgrade of 100 Primary Health Centres.

On education, he said his administration would deepen EKOEXCEL in 1,028 public primary schools, expand access through the Eko Learners programme and the state’s three universities, and pursue a University of Medicine and Health Sciences.

For enterprise and jobs, he pledged one published schedule of lawful charges, one permit from one office, and skills certification for artisans, noting that the Lagos State Employment Trust Fund has supported over 21,000 businesses and created over 300,000 jobs.

On transportation, Hamzat promised to grow the public bus fleet from 1,000 to 4,000 buses to carry one million passengers daily, extend the Blue Line rail to Okokomaiko, connect the Blue and Red Lines at National Theatre, advance the Green Line to Lekki Free Trade Zone, reconstruct strategic roads including Tedi/Mowo, Bola Ahmed Tinubu Road in Bogije, and Mushin-Itire Road, activate the Fourth Mainland Bridge and expand water transport with 140km of dredged corridors, 15 ferry routes and 75 electric vessels.

He also listed housing estates to be completed including Egan-Igando, Sangotedo Phase Two, Ibeshe, Workers Village Ipaja and others, with 10 per cent down payment mortgages at single-digit interest.

On security, he said he would expand the Neighbourhood Safety Agency to all wards, extend street lighting and CCTV, and establish a State Intelligence Fusion Centre.

Hamzat said 87 of the 100 pledges are firm commitments within the state government’s power, while 13 are aspirations dependent on wider consultations.

He promised that his first bill to the House of Assembly would establish a Child Protection and Nutrition Agency, followed by an Executive Order setting up a Service Delivery Office chaired by him to publish baseline figures and scorecards.

He said his government would display Service Charters in all offices, respond to complaints within 48 hours, hold town halls across the five IBILE divisions, and publish an annual performance report.

Thanking his wife Oluremi and his running mate, Princess Damilola Sonayon-James, Hamzat urged Lagosians to vote APC in the presidential and National Assembly elections slated for January 16 and in the governorship and House of Assembly elections on February 6.

“Today, I give Lagos my PROMISE. A PROMISE is a debt. I am asking you to watch me carry it,” he said.
